On September 21^st, 2017, APEC Cooperative Network of Sustainable Cities Program Joint Operation Center (CNSC Joint Operation Center briefly) was officially inaugurated in the 3^rd anniversary of APEC Sustainable Energy Center (APSEC) and the 3^rd Asia-Pacific Energy Sustainable Development Forum. CNSC Joint Operation Center is jointly established by APSEC and China State Construction Group Co., Ltd.

On September 20^th, 2018, during the 4^th anniversary of APSEC and the 4^th Asia-Pacific Energy Sustainable Development Forum, China Association of Building Energy Efficiency, China State Construction Group Co., Ltd. and APSEC jointly signed a tripartite agreement for CNSC Joint Operation Center.

The purpose of CNSC project is that, promote energy technology transfer and application to fulfill low-carbon energy transformation. During the process, China can output experience & technology of Chinese urban construction to other APEC region at the mean time correspond with the Belt & Road Initiative; develop Energy Diplomacy to enhance urban internationalization.
