Cities will play a decisive role in driving energy transition and achieving sustainable development, a key priority for the APEC region. The 2014 APEC Leaders 'Declaration stated: "We recognize the urbanization challenges and opportunities facing APEC economies and commit to advancing collaborative projects and exploring pathways for green, efficient, low-carbon, and people-centered urbanization and sustainable city development." The 2011 APEC Leaders' Declaration set the energy intensity target of reducing the region's total energy intensity by 45% by 2035 compared to 2005 levels. At the 11th APEC Energy Ministers' Meeting in 2014, the APEC Renewable Energy Development Goal was formally announced: "By 2030, the share of renewable energy in the APEC region's primary energy mix will double from 2010 levels." The APEC region must accelerate large-scale renewable energy development and enhance the management and efficiency of end-use energy systems. The 2020 27th APEC Leaders' Meeting established the 2040 APEC "Putrajaya Vision," which aims to build an open, dynamic, resilient, and peaceful Asia-Pacific community by 2040, ensuring shared prosperity for all people in the region and future generations.

This report establishes solutions and implementation pathways for China's urban energy transition by analyzing urban development and energy transition in the APEC region, summarizing China's urban energy transition plans and technical approaches, and reviewing practical case studies of China's urban energy transition. Subsequently, through categorized research on APEC cities, it proposes tailored China-based solutions and recommendations for promoting energy transition in APEC cities.

Cities should adopt a carbon neutrality-oriented approach, incorporate carbon constraints, develop scientifically sound top-level designs, formulate action plans tailored to local conditions, promote a low-carbon economy, facilitate the transformation of energy structures, establish low-carbon energy systems, and support green, low-carbon industries. This not only holds significant practical value but also serves as a reference for energy transition strategies in other APEC member cities.

(1) Establish energy transition targets for different cities;

(2) Establish a comprehensive urban energy planning system;

(3) Build a low-carbon energy system for future cities;

(4) Promote low-carbon and clean electrification in cities;

(5) Promote the digitalization of urban energy systems;

(6) Vigorously develop urban low-carbon transportation systems;

(7) Encourage green finance to support urban development;

(8) Encourage advanced urban management approaches.

The research findings will support the implementation of the APEC Urbanization Partnership Initiative, as well as the achievement of APEC's energy intensity reduction targets and renewable energy doubling targets. They will ensure the effective execution of APEC Leaders' Meeting outcomes, facilitate the sharing of urban energy transition experiences and advancements in renewable energy technologies across the APEC region, promote sustainable development of APEC cities, and advance the realization of APEC's "Post-2020 Vision."

城市在推动能源转型和实现可持续发展中将发挥决定性作用，而实现可持续发展一直是 APEC区域的重要议题之一。2014年 APEC领导人宣言提出“我们认识到亚太经合组织经济体面临的城镇化挑战和机遇，承诺共同推进合作项目，深入探讨建设绿色、高效能源、低碳、以人为本的新型城镇化和可持续城市发展路径。”2011 年 APEC 领导人宣言提出“到 2035 年将亚太地区总能源强度比 2005 年降低 45%”的 APEC 能源强度目标，2014 年第 11 届 APEC 能源部长会议上正式提出“到 2030 年 APEC 地区可再生能源在地区一次能源结构中的比重比 2010年翻一番”的 APEC可再生能源发展目标，APEC区域需加快推进可再生能源的规模化发展，并提升终端能源系统管理水平和能效。2020年 APEC第二十七次领导人会议制定了 2040 年 APEC“布特拉加亚愿景”。展望到 2040 年建成一个开放、活力、强韧、和平的亚太共同体，实现亚太人民和子孙后代的共同繁荣。本报告通过对 APEC 地区城市发展与能源转型、中国城市能源转型方案与技术路径、中国城市能源转型实践案例总结与梳理，形成了中国城市能源转型的方案及实现路径，后经过对 APEC 城市的分类研究，总结出针对 APEC 城市能源转型的中国方案与推广建议。城市应以碳中和为导向，纳入碳约束，做好科学的顶层设计，因地制宜制定行动方案，发展低碳经济，推动能源结构转型，构建低碳能源系统，扶持绿色低碳产业。这不仅具有很好的实践意义，也可以为其它 APEC 地区城市今后的能源转型方案提供借鉴。

（4）推进城市低碳清洁电气化；

（5）推动城市能源体系数字化；

（6）大力发展城市低碳交通体系；

（7）鼓励绿色金融助力城市建设

（8）鼓励先进的城市管理手段。

项目研究成果将为《亚太经合组织城镇化伙伴关系合作倡议》以及 APEC 能源强度降低目标和可再生能源翻番目标的实现提供支撑，使 APEC 领导人会议精神得到贯彻执行，促进 APEC 区域城市能源转型经验分享和可再生能源技术进步，推动 APEC 城市的可持续发展，促进 APEC“后 2020 愿景”的实现。
