Introduction of APEC Cooperative Network for Low Carbon & Energy Efficient Cities


APEC Cooperative Network for Low Carbon & Energy Efficient Cities is an open, shared and fair cooperative network established by APSEC cater to the 21 APEC economies. APEC Sustainable Energy Center(APSEC)was established at the 11th APEC Energy Ministerial Meeting in 2014, which also written into the 22nd APEC Leaders’ Declaration. It is a major achievement of the Chinese government responding positively to the initiative of APEC leaders to participate in energy cooperation in APEC region.

The APEC Cooperative Network of Sustainable Cities (CNSC) was formally established at the 51st APEC Energy Working Group (EWG) Meeting in Canberra, Australia. It has two branches, that is APEC Cooperative Network for Low Carbon & Energy Efficient Cities and APEC Sustainable City Service Network. There are 8 cities from 3 economies and 11 enterprises from 4 economies joined the network respectively.

I. Background

CNSC is an important part of the Asia-Pacific Urbanization Partnership Initiative, adopted at the 2014 Leaders’ Summit, and APSEC was identified as the official implementation agency for the leadership initiative. In order to implement Leaders’ Declaration, APSEC has established the CNSC as one of two pillar projects.

II. Introduction 

The purpose of CNSC project is that, promote energy technology transfer and application to fulfill low-carbon energy transformation. During the process, China can output experience & technology of Chinese urban construction to other APEC region at the mean time correspond with the Belt & Road Initiative; develop Energy Diplomacy to enhance urban internationalization and fulfill the aim of APEC. CNSC consists of two networks and one forum. The two networks are APEC Cooperative Network for Low Carbon & Energy Efficient Cities and APEC Sustainable City Service Network. The forum is APEC Workshop on Sustainable Cities. Until now, there are 8 cities from 3 economies (Australis, Indonesia and China) and 11 enterprises from 4 economies (Australia; New Zealand; China and Hong Kong, China) joined the network respectively. The APEC Workshop on Sustainable Cities, as the flagship event of CNSC program will be held by APSEC and co-organized by the host economy on the margin of the APEC EWG Meeting in the first half of each year. It has been successfully held during EWG51 in Canberra, Australia; EWG53 in Singapore and EWG55 in Hong Kong, China. During the forum, APSEC organized a series of technical exchanges and site visits with local governments, academies, enterprises and research institutions.

III. Main Tasks

In order to establish a total exchange mechanism for cities, improve cooperation and dialogue between cities and cities, stimulate the potential of urban development, promote the exchange and sharing of low-carbon energy-efficient technologies between cities, and make cities have a good living environment and competitive ability. CNSC has built four platforms: data platform for APEC low carbon towns, service platform for the governments in APEC, cooperation platform in APEC region and the resource platform for innovation. The purpose is to build a communication bridge between cities’ mangers and enterprises as well as academies and provide a series of systematic training courses for stakeholders to improve the city's ability to sustainable development, while improving the professional knowledge of trainees, to establish a technology, knowledge and information sharing platform to widely promot and transfer among APEC economies through various ways.

1. Data platform for APEC low carbon towns

APEC Low Carbon Town Demonstration Project Database: Collect outstanding cases of low carbon towns, promote construction experience, and carry out targeted friendly city matching;

APEC Low Carbon Town Demonstration Technology Database: Collect outstanding technologies in low carbon town construction, to realize promotion and technology transfer, enable technology to better serve low carbon towns construction;

APEC Low Carbon Town Experts Database: Form a high-level expert team to provide advice and intellectual support for low-carbon town construction.

2. Service platform for the governments in APEC

The two networks of CNSC have provided industry, university and research chain for government, enterprises and scientific research institution to better promote communication and collaboration between governments and enterprises in the APEC region, provide policy advisory services to assist members in seeking more policy support to promote cities sustainable development within the APEC region.

3. Cooperation platform in APEC region

The APEC Workshop on Sustainable Cities will be held on the margin of the APEC EWG Meeting in the first half of each year annually. At that time, the representatives from 21member economies and international energy organizations will gather together to provide advice and suggestions for cities sustainable development in APEC region. For the network members, it is the opportunities to enhance brand awareness, expand business opportunities, and achieve technology transfer and cooperation within the APEC region.

4. Resource platform for innovation.

CNSC strives to build a diversified resource platform for innovation and sharing. By understanding the needs of APEC economies and relying on the technical strength of scientific research institutions and enterprises, it conducts forward-looking research and guides the development of low-carbon towns in the APEC region. Through the CNSC platform, we are committed to improving the closed loop of the industrial chain of policies, technologies, demonstration applications, and commercial promotion to promote the commercialization of low-carbon towns.

IV. Benefits

Applying an APEC awards for the outstanding projects to enhance international influence and promote technology transfer;

Joint force to help reduce energy use and carbon emissions in cities to find a low-carbon, green, healthy and livable development path for cities in APEC region.

V. How to join the network 

1. Fill in the Application Form;

2. Reviewed by APSEC to meet the requirement;

3. Once the application is approved, APSEC will inform via e-mail and invite to attend the forum;

4. Issuing of the certificate during the forum.
