During the 11th APEC Energy Ministers Meeting held in Beijing in September 2014, the National Energy Administration officially announced the establishment of the APEC Sustainable Energy Center. The establishment of APSEC is an important achievement of the Chinese government's active response to APEC leaders' “Asia-Pacific Urbanization Partnership Initiative”. It has been mentioned in the 2014 11th APEC Energy Ministers' Meeting Statement and the 22nd APEC Leaders' Declaration. In September 2014, the National Energy Administration and Tianjin University signed the “Agreement on Cooperation and Operation Management of APEC Sustainable Energy Center”, and entrusted Tianjin University to be responsible for the daily operation management of APSEC.
The objective of APSEC is to provide intellectual support and guarantee for China's proactive participation in energy cooperation under the APEC framework, to provide a platform for sustainable energy technology cooperation, overall solutions and professional services for APEC economies, and to actively coordinate the sustainable development in energy and environmental matters in the APEC region.
